Oh for sure, settlements in Fallout 4 can share water, but it's a bit of a DIY project. You need to set up supply lines between your settlements using the Local Leader perk. Once you've got that perk and assign settlers to run those supply lines, resources like water (and food, and more!) can be shared across your connected settlements. This way, if you've got a surplus of water in one place, your other spots can dip into that collective pool. Pretty nifty, right?
