Yep! Settlers can totally rock power armor in Fallout 4. Just leave some power armor with a fusion core in it near your settlers, and watch as they hop in when danger comes knocking. Just remember, they might not give it back without some persuasion (or trickery).

Absolutely they can, and it's awesome! I had my entire settlement decked out in scavenged power armor during a raider attack. Felt like I was running my own personal army of wasteland warriors!
