Yep, they totally can! GTA 5 uses Rockstar's own servers for multiplayer, so it doesn't matter if you bought the game on Steam or Epic Games. As long as you've got an internet connection and a valid Rockstar Games Social Club account, you're good to join in on the chaos together!
