For sure, Steam Deck can run Blizzard games. I've been playing Overwatch on mine. Just needed to install Battle.net with Proton, and it works like a charm!

Yes, but not directly through Steam. You gotta use Proton or another compatibility solution to get Battle.net up and running. After that, it's game on for Overwatch, Diablo, and more.
