Actually, the Steam Deck is more flexible than you might think. You can install Windows on it, and then, yes, it can run EXE files just like a traditional PC. So, it's technically yes, but with some extra steps involved.
tbh if you're just looking to run EXE files like it's a Windows laptop, you're kinda missing the point of the Steam Deck. It's a gaming machine first and foremost, made to leverage your Steam library, not to replace your desktop.
