Yes, Steam PUBG and Xbox PUBG can cross-play! However, keep in mind that cross-play might be limited to console players only. PC players and console players usually don't match up due to different control schemes.

Cross-play is available, but only between Xbox and PlayStation. Steam players can't join those lobbies.

As someone who regularly switches between PC and console, I can confirm that Steam PUBG players can't play with Xbox players. Console cross-play is limited to Xbox and PlayStation only.
