Nope, the PSP can't access the PSN anymore. Sony shut down the PSP store back in 2016.

You can no longer access the PlayStation Network directly from the PSP. However, you can still download PSP games from the PS3 or the PlayStation Store on the web and then transfer them to your PSP.

No, but you can buy games on a PS3 and transfer them to your PSP if you're feeling nostalgic.
