Yes, you can totally put the Vehicle Upgrade Console inside your Cyclops! Just slap it on one of the walls in the vehicle bay. Easy peasy!

Nope, the Vehicle Upgrade Console only goes in your main base or a Moonpool. Cyclops can have its own upgrades but not the VUC.
