Technically, yes, two people can use the same Steam account, but not at the same time. Steam's terms of service allow for account sharing but on a very personal level, like sharing with family members in the same household. They've got this feature called 'Family Sharing' which lets you share your game library with others on up to 10 devices, but the catch is that only one person can play at a time from the shared library.

From experience, sharing a Steam account works fine as long as you coordinate who plays when. My sibling and I have been doing it for years without issues. Just remember, simultaneous use is a no-go, so schedule your gaming times.
