Make sure your drive isn't full! Check your storage space; Warframe updates can be pretty beefy!
Try running Steam as an administrator! Right-click the Steam shortcut, choose 'Run as administrator,' and then try updating Warframe again.
I had the same issue. Verifying the game files fixed it for me. Go to your Steam library, right-click Warframe, select 'Properties,' then 'Local Files,' and finally click 'Verify Integrity of Game Files.'
Hot take: Switch to the standalone Warframe launcher. It bypasses any weird Steam issues entirely.
