Nope, villagers can't get married in Animal Crossing: New Horizons. It would be super cute to plan a little animal wedding, but unfortunately, that's not a feature in the game. Villagers can become best friends with the player, though, and the social interactions are always wholesome and fun!

As someone who's poured more hours into Animal Crossing: New Horizons than I'd like to admit, I can confirm that villagers don't get married. However, their interactions can sometimes hint at friendships and rivalries, which is just as entertaining.
