Honestly, it's not the best idea. Vivid Weathers and NAC are both great on their own, but mixing them is a recipe for a mod conflict omelet. Stick to one and enjoy the flavor!

I've actually run both mods together because why not? Yes, you'll get some weird weather transitions sometimes, but it's Fallout - a little extra weirdness never hurt. Just make sure NAC is above Vivid Weathers in your load order, and you should be good to go. It's like having your cake and eating it too, with occasional thunderstorms indoors.
