Officially, no. GTA 5 was designed for more powerful platforms like PlayStation, Xbox, and PC. However, the creative souls out there have developed streaming methods and cloud gaming services like Steam Link that let you play GTA 5 on your Android phone. You'll need a pretty solid internet connection, and technically you're playing it on your PC but streaming it to your phone. Magic of technology, eh?

Nope, and don't let anyone fool you into downloading a 'GTA 5 for Android' app. It's a scam. Only safe way is through streaming it from your own console or PC.

Short answer: Not directly. There's no official GTA 5 Android app if that's what you're asking. You gotta use cloud services or remote play options which can get kinda laggy.
