You can't run PUBG Mobile on KitKat. It requires Android 5.1.1 or newer, so better start looking for a newer device.

Unfortunately, PUBG Mobile isn't supported on KitKat. You'll need a device running Android 5.1.1 or higher.

From experience, I can tell you PUBG won't even install on Android KitKat. You need at least Lollipop (5.1.1).
