Yep, Xbox and PC can play Ark together, but there's a catch! It only works if the PC player is using the Windows 10 version of the game from the Microsoft Store, not the Steam version.

Not if you're using the Steam version on PC. It's Microsoft Store or bust for crossplay with Xbox.
