Nope, you can't pull bullets out of guns in Fallout 4. The game doesn't have a mechanic for disassembling ammo from weapons. You'll have to scavenge or buy your ammo!
Short answer: no. Fallout 4 isn't into ammo crafting or disassembly like that. Keep your eyes peeled for ammo boxes and vendor stocks instead.
