Unfortunately, Nintendo doesn't offer an anonymous report feature in Splatoon 2. You'll have to go through them directly if you want to report someone.

Been in Splatoon since day one. If someone's causing trouble, best route is contacting Nintendo Support. But no secret reports, sadly!
