Nope, you can't haggle prices in Fallout 4. Whatever price the vendors have set is what you gotta pay. But you can improve your prices by boosting your Charisma stat or using perks like Barter. So, it's not traditional bartering, but you can still get those prices down a bit!

In my hundreds of hours exploring the wasteland, I've never haggled a price down. Boosting Charisma and snagging perks is the only way to go for a better deal.
