Short answer: No, not in the traditional sense. But hey, GTA's all about bending the rules, right? So swipe a cop car and start the Vigilante missions. It's the closest thing to being a cop in San Andreas. Just don't expect a badge or uniform!

Actually being a cop? Nah, that's not what GTA San Andreas is about. But if pretending by doing the Vigilante missions counts, then sure. Otherwise, stick to the mayhem you're best at.
