Actually, you kinda can, but not in the way you might think. Mods, my friend. Mods on PC can let you build in more places than the game originally allows. Of course, that's bending the rules a bit and not how the game was designed to be played, but hey, where there's a will, there's a way!
Nah, you can't just plunk down a settlement wherever you fancy in Fallout 4. You're only able to build in specific locations, known as settlements, scattered across the map. So, while you can't erect a fortress in the middle of Boston Common, there's plenty of designated spots where you can unleash your inner architect.
