Nope, you can't build mannequins in Fallout 4 directly through the vanilla game. However, there's a bright side! The modding community has got your back. Quick answer: No, Fallout 4 doesn't offer the option to build mannequins as part of the default gameplay. Gotta dive into mods for that.

As a die-hard Fallout 4 player, I had to get creative. Vanilla game? No mannequins. But with mods? It's like a fashion show in my settlement. It's a bummer Bethesda didn't include them, but the mods fill the gap nicely.
