Actually, in Fallout 4, you can't technically 'build' a Mr. Handy from the ground up, but with the Automatron DLC, you get pretty close. You can modify and customize robot companions, including Codsworth or any other Mr. Handy you might acquire. So, while you're not building new ones, you're kinda giving them a personalized touch.
Sorry, but no. Fallout 4 doesn't include a build-a-bot workshop for Mr. Handy models. You're stuck with the charming ones you find along your wasteland adventures.
