Nah, you can't buy cop cars in GTA 5 through the in-game internet or any car dealership. The game doesn't allow you to keep emergency vehicles in your garage the legit way. BUT, there's always a workaround. You can nab one the old-fashioned way - find it, steal it, and then drive it like you own it! Short answer: No. GTA 5 doesn't let players buy cop cars or store them. It's a bummer, I know.
