No, GTA 5 doesn't let you buy cars for Jimmy. But, if it's any consolation, you can always 'borrow' some pretty nice ones and pretend they're for him. Just don't tell him they're not actually his!
Actually, you can't buy cars for Jimmy in GTA V. But honestly, with all the chaos and shenanigans you can get up to in the game, would Jimmy even appreciate it? I mean, the guy has access to some sweet rides throughout the story anyway.
