Actually, yes and no. You can't outright buy Power Armor like picking out a new outfit at a store. Instead, you gather resources and plans to craft it, or hunt for pieces in the wasteland. Sometimes other players set up shop and sell Power Armor sets or individual pieces for Caps. So, keep an eye out and save those Caps!
You can't straight-up buy Power Armor with real money if that's what you're asking. But, farming Caps in-game and trading with other players? Totally doable. I've seen some awesome sets for sale by players.
