Nope, doesn't work that way. As Foretold only works for spells with a mana cost equal or lower than the counters, but remember, every time you cast your commander from the command zone, its cost increases by {2}. So, it gets pricier fast, making it harder to align with As Foretold's counters.

Absolutely, you can cast your commander with As Foretold! In MTG, As Foretold lets you cast one spell for free once each turn, as long as it's your turn and the spell's mana cost is equal to or less than the number of time counters on As Foretold. Since commanders are spells when you cast them from the command zone, they totally qualify. Just make sure the time counters match up!
