Nope, you can't cast face down cards from exile in Magic The Gathering. When a card is in exile and it's face down, it's because a specific effect put it there that way, and those effects usually have their own rules about how, if at all, those cards can be interacted with. So unless the effect explicitly says you can cast it, it's a no-go.

Actually, casting face down cards from exile isn't a thing in MTG. The rules are pretty clear on what you can and can't do with exiled cards, and flipping them onto the battlefield from exile face-down isn't on the list unless a card specifically allows it.
