Absolutely! When you first start Fallout 4, you'll assign your initial SPECIAL (Strength, Perception, Endurance, Charisma, Intelligence, Agility, and Luck) points. But don't stress too much about your initial choices. As you level up, you'll earn points that you can spend to either increase these attributes or unlock and enhance perks. So, if you decide down the road you want to be stronger or more charismatic, you can adjust your character's build accordingly. Plus, some items and gear can temporarily or permanently boost your attributes too.

Yes, through leveling! Every time you level up in Fallout 4, you get to improve a stat or pick a new perk, so you can change your attributes over time or specialize in certain skills. I started focusing on Strength and Luck, but then shifted to Intelligence and Charisma because hacking and dialogue options are awesome. Totally flexible.
