Nope, can't do. Once Mr. Handy's on a floor, he's there for good. Just kidding! You can move Mr. Handy to any floor you wish. Just tap and hold, then drag him to his new destination.

Absolutely, you can change Mr. Handyman's floor in Fallout Shelter! If you decide that Mr. Handy doesn鈥檛 belong on the floor you initially placed him on, just drag him to the desired floor like you would with your Dwellers. He鈥檚 pretty flexible that way, always ready to help out on any level of your Vault.
Actually, moving Mr. Handy is super easy. Did it last week when I realized he was more needed on my food production floor. Just drag and drop. Easy peasy!
