Nah, you can't change it directly in TF2, but you can do it in your Steam settings. Annoying, but it works.

Yep, you can! Just go to Steam, click 'Friends' in the top menu, select 'Edit Profile Name/Avatar,' and change your name there. It will update your TF2 name too.
