Absolutely, you can choose to discard in MTG, but mostly under specific circumstances. For example, if a card or effect tells you to discard, then you definitely can. Or, if you have more than seven cards in your hand at the end of your turn, you'll need to discard down to the max hand size. So, it's not just a 'whenever you feel like it' kind of thing, but yes, discarding is a strategy!

Nope, can't just toss cards whenever. You gotta follow the rules. Only discard when the game or a card makes you.

Sure you can, but there's a catch. It's all about strategy and following the game's rules. I've won games by discarding at the right moment, using abilities of certain cards to my advantage. So, while you can't just discard willy-nilly, strategic discarding is totally a thing.
