Absolutely! Just sneak up to that power armor with nobody watching and hop in. Once you're in, it's yours. But remember, if you steal it from a faction, they might not be too happy with you. Stealth is your friend here.

Yeah, you can, but it's kind of a gray area, morally speaking. If you're cool with that, just make sure no one sees you when you take it. Sneak level 100 required.
