Nope, sorry to burst your bubble. In GTA San Andreas, CJ can't climb ladders. It's one of those quirks of the game where you'll just have to find another way up.

No ladders for CJ, folks. It's just one of those things San Andreas doesn't let you do. Guess they thought climbing ladders wasn't cool enough for Grove Street.

Ladder climbing? In San Andreas? Nah, that's a no-go. You're gonna have to rely on good old jumping and finding low walls to get to higher places.

In my years of playing GTA San Andreas, never once did I climb a ladder. Not because I didn't want to, but because you simply can't. A real bummer when you're trying to make a quick escape!
