Tried it, dreamed about it, but no dice. The game lets you have just one Overseer's Office. It's a unique room that serves its purpose without the option to merge for upgrades or enlargement. Focus on upgrading it to level 3 for the best questing efficiency!

Nope, you can't combine multiple Overseer Offices in Fallout Shelter. Each vault can have only one Overseer's Office. This special room is used to manage quests and send your Dwellers on external missions, but sadly, it doesn't get the combo upgrade treatment like the resource rooms do. Gotta work with what you've got!
