Actually, you can't technically 'craft' alcohol in the traditional sense in Fallout 4, but you can make a variety of Nuka-Cola cocktails at the Nuka-World DLC's Nuka-Mixer stations. So, not exactly brewing, but still a fun way to mix drinks!

Nope, you can't craft alcohol in Fallout 4. You can find it, loot it, buy it, or get it from quests, but no brewing your own post-apocalyptic beer or spirits at your settlement. You can, however, craft other consumables and chems at the chemistry station.
