Yep, you sure can! After you snag the Cryolator from Vault 111, ammo becomes as rare as a friendly Deathclaw. But no worries, with the right perks, specifically the Science! perk (rank 1), you can start crafting Cryolator ammo at any chemistry station. You'll need some pretty chilly ingredients though - Acid, Crystal, Steel, and Purified Water. So, keep an eye out for those!
