Nah, you don't really craft it, you collect it. Just stand in any radiated water with empty bottles in your inventory, and you'll get an option to fill them up, turning them into dirty water. Easy peasy.

Yep, you can definitely craft dirty water in Fallout 4! All you gotta do is find yourself a cooking station, then just have 1 empty bottle and be near some unclean water source like a river or a puddle. Fill that bottle up, and voila, you've got yourself some good ol' dirty water. It's super handy for making soups and other recipes.
