Unfortunately, no. The Liberator is already decked out in all its patriotic glory, so there's no option to customize it. Kinda wish you could though, imagine adding neon lights to that beast!
Nah, you can't customize the Liberator in GTA 5. It's one of those special vehicles that looks cool but doesn't get the custom treatment at Los Santos Customs. So, what you see is what you get with this monster truck.
