Yes, you can delete your PSN account, but it's a pretty involved process. You need to contact PlayStation Support to get it done. Once deleted, your email should become available for reuse, but it might take some time!

Deleting a PSN account to reuse an email is more hassle than it's worth. Just create a new email!

I did this last year. You have to reach out to PlayStation Support and request your account deletion. It took a few days for the email to be usable again afterward. Patience is key!
