Short answer: no. Xbox Live accounts are tied to your Microsoft account. Delete the whole Microsoft account if you really want to get rid of it all.

Did it myself last year! To delete your Xbox Live account, you'll need to go through the process of closing your entire Microsoft account. Just navigate to the Microsoft account closure page and follow the steps. Warning: this will wipe out everything connected to your Microsoft account.
