Short answer: No. Fallout 4 doesn't let you play dress-up with Abigail Finch.

Nope, you can't equip Abigail Finch or any other non-companion NPCs in Fallout 4. The game doesn't give you direct control over NPCs outside your companions. You can equip companions with different weapons and armor, but that's about it for dressing up characters!

Actually tried once thinking I could make everyone in Finch Farm battle-ready. Long story short, Abigail Finch stays in her default outfit, no matter how many spare suits of power armor you've got laying around.
