Not directly. You can't just plant fiber and watch it grow. You need to collect it from the environment. Look for plants around your base or while exploring. It's more foraging than farming, tbh.

Yes and no. You can't farm it like wheat in some games, but gathering is super easy once you know which plants give you fiber. Consider it 'passive' farming as you go about your other Palworld adventures.
