Nope, you can't fast travel in Survival Mode in Fallout 4. That's part of what makes it 'survival' mode. You gotta hoof it everywhere, which definitely adds to the challenge and immersiveness. Makes you plan your trips across the Commonwealth more carefully!

Absolutely not, and it's better that way! Fast traveling in Survival Mode would totally kill the vibe. You really feel the post-apocalyptic struggles by walking. Stock up on supplies and enjoy the scenery (and danger)!
