Sorry to break it to ya, but you can't actually 'fix' Takahashi in Fallout 4. He's perfectly content serving up noodles with his limited vocab of 'Nan-ni shimasho-ka?' It's part of his charm! But hey, if you're looking to tinker, there's a whole wasteland of stuff out there to repair and build.

Actually, thinking about it, wouldn't it be cool if you could? Imagine upgrading Takahashi to serve different types of food or even have full conversations! Though, as it stands, you can't modify his programming in the game. Still, a wanderer can dream, right?
