Can't do it. Would've been interesting, but Deacon and romance are like oil and water in Fallout 4 - they just don't mix.
Sorry to burst the bubble, but no, you can't flirt with Deacon in Fallout 4. He's a cool companion with a lot of mysteries, but romancing isn't on the cards with him. Bethesda decided to keep him off the romance list, so your Sole Survivor will have to look elsewhere for love.
Tried and failed, my friends. Deacon is immune to the Sole Survivor's charms, officially making him unflirtable in Fallout 4.
