Nah, can't take the doggo for a walk or anything. You get a dog in your apartment for the looks. That's pretty much it.

Actually got a dog in GTA 5 Online and named it something ridiculous. It's a cool little add-on but doesn't do much. Still, nice to come home to a virtual pet after a long day of causing chaos in Los Santos.

Yep, you can get a dog in GTA 5 Online, but it's more like a cosmetic thing. You can buy a dog as part of the Executives and Other Criminals update. You go to the Interaction Menu, select 'Animals', and then 'Dogs' to choose your new best friend. Just remember, it's more for show and doesn't follow you around in-game like Chop does in the single-player mode.
