Short answer: Yes. Long thing short, it's your Pip-Boy that lights the way. Hold down the button that brings up your Pip-Boy to use it as a flashlight.

Yep, you totally can get a flashlight in Fallout 4, but it's not like picking up an item. Your Pip-Boy acts as a flashlight. Just hold the Pip-Boy button (Tab on PC, Circle on PlayStation, and B on Xbox) for a few seconds, and boom, you've got light!

Honestly, who needs a flashlight when you've got a Pip-Boy? Just use that. It's more than enough to light up those dark corners in the wasteland.
