Nope, that's not how it works. Achievements need an internet connection to register.

Absolutely, achievements will pop even if you're offline. Just make sure to reconnect to the internet eventually so Steam can update your profile!

I once played through half of Hollow Knight in a cabin in the woods with no Wi-Fi. Got a bunch of achievements offline. They all showed up the second I got back to civilization and connected my laptop to the internet. So yeah, it works.
