Nope, you can't get all the achievements in one go. You have to pick sides, and that locks you out of the other factions' achievements. So decide what's more important to ya.

Short answer: Yes, but it's tricky! You'll need to play your cards right with the factions and keep an eye on those side quests. Also, don't forget about the DLC achievements if you're going for a full 100%.
