I've done it myself. Completed a Covert Action and got my captured soldier back safe and sound. Felt amazing!

Yes, you can! Just keep an eye out for Covert Actions that give you the chance to rescue them!

Nope. Once they’re captured, they’re done. (But seriously, rescue missions are a thing.)
